Abstract Until a few years ago nobody would have doubted that the tremendous development of the world’s technological power, both of science (know-why) and of technology (know-how), presented great advantages for the latecomers in the process of development of the poorer countries of today. Surely the greater the accumulation of knowledge, the easier development must become?
