Abstract:
Abstract One of the major achievements of the Cuban planning authorities in the 1960s was their success in mobilising the nation’s economic surplus to attain high rates of investment. The large investments, however, do not appear to have been effective, at least in the short run, in leading to a growth of output. Some examples from the period will indicate the ways in which the ineffectiveness of investment was tied to organisational deficiencies.
