Abstract: Abstract The failure to harvest 10 million tons of sugar in 1970 and the numerous economic maladies of the late 1960s led to a general re-evaluation of development strategy. The situation was similar to that of the early 1960s when, out of the production crisis of 1962–4, the agriculture-based strategy had been formed. As in the earlier period, economic crisis forced a re-examination of sectoral priorities, the role of incentives, and the structure of planning.
