Abstract: Abstract The six villages included in the study of village credit and marketing cooperatives in northern Nigeria (King, 1976) varied widely in prosperity, local politics and economic opportunities, even when they were close neighbours. Government cooperative policy was, on the other hand, identical in each case. This paper examines the interaction between the villages and government policy and notes the gaps between stated objectives and real achievements. It asks the question: why, if the needs, opportunities and problems of village populations vary so widely, does the government persist in treating them all the same?
