Abstract:
Abstract In the foregoing chapter I discussed the evolution of new ideas on, and responses to, the development process. One may, however, ask the questions: how have the poor in fact fared in the last 15–25 years? Before answering it, certain preliminary questions have to be asked, if not answered.
