Abstract:
Abstract Whilst much attention has been paid to the development of public enterprise (PE) there has been less discussion on the use of public enterprise as a distributive mechanism. This perhaps stems from the somewhat axiomatic assumption that the extension of public enterprise is itself an expression of the redistributive intentions of a regime. This chapter attempts to focus discussion on the assumptions behind the use of the PE instrument and to see how it has been or could be used for distributive purposes.
