Chapter 10 in The Soviet Budget, 1983, pp 140-159 from Palgrave Macmillan

Abstract: Abstract Previous chapters have already contained allusions to movements in budgetary quantities which are apparently synchronised with the periodicity of the five-year plans. The present chapter focuses directly on these fluctuations, mentioning also one important non-budgetary fluctuation which may be connected with them.
