Abstract: Abstract ‘The implementation of the strategies proposed in either of these (World Bank and OAU) documents will have a profound effect on the African continent. Hence it is the duty of concerned African scholars not only to be familiar with these two documents, but also to undertake serious detailed analyses in order to make a constructive contribution to the strategy which, in his/her opinion, will bring about social and economic development beneficial to the majority of African people. In this debate for the future development of the continent, the African scholar must be scientifically involved and committed. He cannot remain a so-called “neutral” observer.’ — Abdalla S.
