Abstract: Abstract The last chapter left one very important question unanswered: what exactly is the ‘area’ (meaning the grouping of independent national entities) most likely to enable its constituent units to pursue effectively the policies needed to achieve and sustain a high level of economic welfare? In other words, what is an optimum policy area in the 1980s?
