Abstract:
Abstract The Committee on the Functioning of Financial Institutions&;#x2019; (the Wilson Committee) whose report was published last June, conducted its enquiry against the background of a mixed economy. Yet this particular aspect of the UK economy played little part in either its deliberations or its Reports. The fact that government borrowing takes place for many different purposes, including the finance of investment by public sector enterprises, was fully recognised, but the whole question of the scale and composition of public enterprise financing was an issue which the Committee chose not to discuss. The provision of finance for industry and trade, not finance for the public sector, was at the heart of the enquiry.
