Chapter 2 in Long-Term Unemployment: An International Perspective, 1987, pp 10-30 from Palgrave Macmillan

Abstract: Abstract The dimensions of the LTU problem cannot be seen simply in terms of the basic measure used, the overall numbers who could be categorised as being unemployed for 12 months or more. The problem must also be examined in terms of the components of the LTU total as measured by such factors as age, gender, skill, ethnic group and location to basically see who are the sub-groups of the labour force most affected. There is no doubt that the LTU problem is not evenly dispersed throughout the labour force, and this applies to all the countries covered in this study, but the true and precise dimensions need to be delineated if policy measures are to have any hope of success.
