Chapter 7 in Long-Term Unemployment: An International Perspective, 1987, pp 97-100 from Palgrave Macmillan

Abstract: Abstract The analysis of LTU in the 10 countries covered in this study shows that the problem has become significant in all of them. Even the relatively low rates and levels of unemployment experienced in Sweden and the USA do not mean that they are escaping from increasing numbers of LTU with the prospect of this trend continuing on the basis of existing policy responses. However, though the extent of LTU is in itself a problem to be specifically addressed, of more critical importance as demonstrated over the past decade is the intractability of the problem.
