Abstract: Abstract In the General Elections of 1979 and 1983, the Conservative Party committed itself to making major cuts in personal income tax. Few supporters of the government would claim that it has been outstandingly successful in this endeavour in the last 6 years, and in this respect, the most recent Budget was a further disappointment.
