Chapter 4 in A Guide to Unemployment Reduction Measures, 1987, pp 22-34 from Palgrave Macmillan

Abstract: Abstract In recent years politicians and the media have developed an obsession for the numbers of people employed and unemployed; with a new kind of ‘profit and loss account’ expressed in terms of jobs gained and jobs lost. This is fine as an indicator of social welfare or unrest, but it is useless as a guide to policy decisions aimed at reducing unemployment.
