Abstract: Abstract Although transport integration was a main purpose, if not the main purpose, underlying the creation of the BTC, it was never defined clearly by government spokesmen either during the passage of the Act or at other times. Its expected benefits were emphasized; but there was complete vagueness about the means by which the goal was to be approached. It may therefore be appropriate to summarise the theoretical case for integration.
