Abstract: Abstract The mood of euphoria in the Labour government after its unexpectedly large majority in the general election of July 1945 — typified by the shout in the House of Commons ‘we are the masters now’1 — had produced the over-confidence with which the huge task of transport nationalisation and integration was approached. With a smaller majority, a government might have reflected that the transport legislation proposed in the manifesto would take up to ten or fifteen years before it could become fully operative, taking into account the complexity of the transport industry. Could Labour be confident of so long a term in office?
