Abstract: Abstract A number of varied but mutually interactive forces are at work in the market-place that are fundamentally changing the nature and structure of the financial services business.1 These changes are occurring, at somewhat uneven rates, throughout the world. Commercial banks, which have traditionally been at the centre of the financial services business, are caught in a dilemma. On the one hand, the banks must respond to these market-driven forces of change, or otherwise they will be by-passed by their customers. On the other hand, being inherently conservative and supervised by even more conservative regulators, the banks are hesitant to respond, and in some cases prohibited from responding, to these markets forces, lest their actions endanger their safety and soundness.
