Chapter 1 in European Integration and the Iberian Economies, 1989, pp 1-20 from Palgrave Macmillan

Abstract: Abstract This book examines the issues raised by the choice of trade strategies for the promotion of industrialisation and economic growth by focusing on the experience of the Iberian economies during the process of their phased integration with the European Community. Outwards oriented development strategies have been advocated by a considerable body of opinion among development economists as means for fostering industrialisation and growth. However, the Iberian economies have opted not for a general, global, outwards oriented development strategy but rather for a selective one based on preferential trading with the European Community (EEC) and the European Free Trade Area (EFTA). This type of selective outwards oriented strategy has attracted limited attention by both theory and applied economic research. Yet, if one looks at the recent history of economic development of several semi-industrial countries, preferential trading has been pursued by a large number of them as a strategy for the progressive opening up of their economies.
