Abstract: Abstract The previous chapter was devoted to a careful consideration of Japan’s trade balance within the context of the ‘balance-of-payments stages’ theorem. The conclusion reached there is that, apart from the fact that that is the only context within which to examine Japan’s trade frictions with the outside world, consistent and persistent trade imbalances cannot explain why trade frictions prevail. Hence, a more convincing argument requires an analysis which digs deeper under the surface. The purpose of this chapter is to do precisely that.
