The Second Economy: Boon or Bane for the Reform of the First Economy?
Gregory Grossman
Chapter 5 in Economic Reforms in the Socialist World, 1989, pp 79-96 from Palgrave Macmillan
Abstract:
Abstract Mr Gorbachev’s rise to the general-secretaryship of the CPSU has led to a veritable flood of unprecedentedly candid information from the USSR. Coming from all levels and parts of the Soviet polity and society, this information tends to focus on the ills of the Soviet economy, and serves to underpin Gorbachev’s twin remedial imperatives of ‘acceleration’ [uskorenie] and reform or ‘restructuring’ [perestroika].
