Abstract: Abstract During 1987, Canada introduced radical change to the regulation of the transportation industry under federal jurisdictions. The only sectors unaffected were pipelines and surface passenger transport. The purposes of the legislation were to encourage the development of a new competitive environment, an efficient transport system that meets the needs of shippers and travellers, and a simplified, accessible and responsive regulatory process.
