Regulation and Public Sector Management
Philip H. Bowers
Chapter 2 in The Evolution of Public Management, 1992, pp 23-48 from Palgrave Macmillan
Abstract:
Abstract By pursuing privatisation and introducing market disciplines into government, the Thatcher regime has created a need for, and supplied, a whole new set of regulatory agencies. It is the purpose of this chapter to look at some ideas about the social role of such agencies, and to explore the use of market forces in the provision of education and health services, since this process involves substituting government regulation of independent agencies for the direct public provision which was the previous norm.
