Abstract: Abstract This paper summarises with insight the main issues relating to international trade in services and advocates that a pragmatic approach to negotiation on trade in services should be adopted by the developing countries in GATT. Professor Balasubramanyam argues convincingly that, as a practical matter, services are not consistently separable from goods. In theory, the distinguishing characteristics of a service are non-storability and intangibility. Services also inherently involve the movement of consumer to producer (as in tourism) or the movement of producer to consumer (as is often the case in banking). Frequently it is the requirement for factor mobility which is identified as most important among the characteristics of trade in services.
