Abstract:
Abstract The paper by Primo Braga and Vasconcellos is written from the viewpoint of the LDCs, emphasising the effects of GATT procedures and the changes therein on the LDCs, their varied reactions to those effects, and the possible impact on the LDCs of such liberalisation as may obtain as a result of the Uruguay Round negotiations. I would seek to emphasise certain aspects of the problem: the dominance of the US, EC and Japan in the agricultural sector as in most others; the importance of domestic policies in those countries as sources of distortions in agricultural trade; changes in those policies which have arisen in response to largely domestic pressures; and the importance of those domestic policies being brought to the GATT negotiating table.
