Abstract Zbigniew Brzezinski has summed up the problem which confronts the West in the years ahead: The 50’s, which saw the forging of a new Atlantic relationship, will have to be matched in the 70’s (and beyond) with just such a broad concept, more commensurate with the emerging condition of global interdependence.1
