Abstract: Abstract Planning within a socialist framework implies exercising some control over the structure of production, the level of investment and the rate of growth of output. It also implies exercising some control over the distribution of income so that it reflects national priorities and concepts of equity. To control production and distribution, however, it is necessary to plan the educational system too. There are two reasons for this.
