Abstract: Abstract Recent developments have greatly altered the context in which North-South relationships take place: the 1980s saw a transformation in the balance of economic power in the world as a whole — within the North, within the South and as between North and South; the 1980s also saw the ‘victory’ of the market on a world-wide basis, extending to most of the Third World as well as Eastern Europe and the Soviet Union. In the 1990s it is already clear that new developments will further alter world relationships: most obviously, the changes in Eastern Europe and the Soviet Union may divert resources from the South, while the evaporation of the Cold War has important implications for the South, since it is there that the war has been largely played out;l finally, and perhaps of most importance the increasing concern with environmental issues has the potential to alter North-South relationships radically.
