 Latin American Development: From the ‘Black Box’ to the ‘Empty Box’Fernando Fajnzylber Chapter 12 in Social Capability and Long-Term Economic Growth, 1995, pp 242-265 from Palgrave Macmillan Abstract: Abstract Accumulated experience in economic development indicates that one of the prominent features of the recognition process is the combination of learning from the lesson of the more advanced societies as well as from the economic and social innovations specific to the deficiencies and potentialities of the less advanced countries. This explains the widely recognized fact that the inroads of transformation vary in terms of content, itinerary and institutions, thus reflecting this combination of learning and innovation. For industrialization, essential to the development process due to its inclusion of technical progress and increase in productivity, the relevance of the learning-innovation axis acquires greater importance. One of the main features of the industrialization process in Latin America has been the asymmetry between the salient component of imitation, a phase which precedes learning, and the marginal component of socioeconomic innovation.
