Abstract:
Abstract It is the quantity and quality of management which determines whether a contracting firm is efficient or inefficient. In contracting firms the main scarce resource is management. Of the other resources capital assets are small, materials are important but outside the direct control of the contractor, labour may be scarce but if so it is scarce for all contractors in a particular area.
