Abstract: Abstract Economic analysis generally has tended to emphasise how much of a given resource should be allocated to a given end while neglecting the related issue of where the activity in question shall be located. Nevertheless, as Friedmann and Alonso have pointed out, ‘the decision of where to locate a new project is as important as the decision to invest in it. The questions of social justice in the distributions of the fruits of economic development are as important and as difficult in terms of regions as in terms of social classes.’1
