Chapter 7 in Youth Unemployment, 1979, pp 103-121 from Palgrave Macmillan

Abstract: Abstract Most current debate on the alleviation of youth unemployment has focused on remedies for cyclical unemployment, and it therefore seems appropriate to begin by considering this aspect of policy. Two main types of measure have been advocated, concerned respectively with promoting the demand for labour and reducing its supply. These are considered in turn in sections 7.2 and 7.3. Section 7.4 examines the implications of this discussion for current UK policy. The next two sections consider the other aspects of youth unemployment: frictional unemployment owing to job-changing, and the increasing competition for jobs which is associated with the rising trend of unemployment. Section 7.7 makes proposals for a youth employment policy to be implemented at the industry level. The policy implications of the study are summarised in section 7.8.
