Abstract: Abstract There has been a decided shift in the last two or three years from confrontation to co-operation as the fulcrum on which a point of purchase for the reform of international economic relationships between developed and developing countries is to be found. The emphasis on co-operation has led to a stress on ‘mutual interests’, the search for areas of specific action and general policy where the interests of North and South, or at least of major groups of countries within the North and the South, overlap.
