Abstract: Abstract Very widely interpreted, fiscal policy comprises a whole corpus of ‘public finance’ issues: the relative size of the public sector, taxation and expenditure, and the allocation of public sector responsibilities between different tiers of government (Prest, 1979). Hence fiscal policy is concerned with a far wider area than that commonly associated with it, namely, the aggregate management of the economy in terms of controlling inflation and employment levels.
