Abstract: Abstract A happy collaboration with Richard Lecomber on courses in Environmental Economics which we gave jointly to undergraduates in their final year at Bristol helped me to crystallise many of the ideas in this paper. I owe a considerable debt to him and to the students who attended our seminars.
