Abstract:
Abstract Sweden has a unique position amongst the Western European nations with respect both to the high priority which the country gives to full employment as a political goal, and the central role of manpower policy in Swedish economic and welfare policy. The highly ambitious goal is clearly reflected in the results which have been achieved: the labour force participation rate is exceptionally high (especially for women), open unemployment has been kept far below the average of OECD member countries even during years of economic crisis, the volume of manpower programmes is unparalleled in the western world, if measured either as share of the national budget or as proportion of the total labour force.
