Abstract:
Abstract In Ghana, as in many other developing countries, employment expansion has been an important objective of government policy. One reason for this is that a strategy of employment expansion, if addressed to effective employment, would enhance the prospect for economic growth, thus narrowing the scope of unemployment and waste of human resources. A second reason is that given the rapidly growing size of the labour force, the adoption of a strategy for employment expansion has the advantage of containing any social and political tensions and outbursts due to overt unemployment.
