Abstract:
Abstract There has been an intense, often heated debate about the ‘true’ level of unemployment in European economies (see for example, Lipsey, 1983, and Metcalf, 1984). Most of the discussion has a political element concerned with the niceities of the official definitions of unemployment, including views about what should (or should not) be included within the measure and even about the timing of unemployment counts. The debate is clearly important, particularly if comparisons are to be valid over time or across countries.
