Abstract: Abstract I have no doubt that the talents of our people are as prolific as in the past. The fundamental question that we face is about the structure and organisation of our society. We must so order it as to provide the incentives, opportunities, support and assistance to permit talent to achieve its full potential. Sadly, in recent years, the debate about the organisation of our society has descended into a sterile trench warfare between rival ideologies. Discussion has been dominated by the supporters of laissez-faire on the right and the exponents of social central planning on the left. They have happily traded insults and each assailed the facile philosophy of the other, with scant concern for the real world. This is remote from the British tradition of empiricism.
