Abstract:
Abstract This section has started with the avowed proposition that foreign direct investment is neither inherently good or bad: that on balance, for most host governments with an administrative machine sufficiently sophisticated to keep an eye on the situation, foreign enterprises are bringing more advantages than disadvantages; and that it might be possible to derive even more benefits if governments considered dispassionately what they wanted from foreign investment rather than merely reacting to situations as they develop.
