Abstract: Abstract The April 1986 Maekawa Report called on the Japanese to open not just their markets, but their minds to the outside world. According to the Report, responsibility should accompany power; as an economic superpower Japan must start giving as much at it takes from the world economy. But Japan should ‘internationalize’ as much for self-interest as altruism. For example, when it trailed in the technological race it could afford merely to copy and improve on the technological efforts of others. Now that it is slowly nosing ahead of the United States as the world’s technological leader, Japan must become as creative in basic research as it has been in applied research. Internationalization thus may in part include education and research and development reforms that encourage creativity and innovation.
