Abstract: Abstract The bureaucracy’s power over policy-making and the economy has clearly diminished since the bureaucratic-dominant corporatism of the 1950s and 1960s. Yet the bureaucracy remains an immensely powerful actor in policy-making and implementation. Of the other OECD countries, only France’s bureaucracy plays a larger role in guiding economic development, while no liberal democracy’s bureaucracy has been more effective in leading economic growth. What are the sources of the bureaucracy’s power? How is that power manifested?
