Chapter 9 in Improving Incentives for the Low-Paid, 1990, pp 283-298 from Palgrave Macmillan Abstract: Abstract The general theme of the first National Economic Development Office Policy Seminar was to consider ways of bringing those who are low-paid into more effective competition in the labour market. It considered not only those who earn little from employment, but those of the unemployed or the economically inactive who would probably be low-earners if they got jobs. Improving incentives and removing obstacles to obtaining employment and to working harder or better or for longer hours could be one way of utilizing more effectively the nation’s human capital and thus improving the supply side performance of the British economy. This concluding chapter seeks to draw attention to some of the most powerful arguments raised by the contributors, paying particular attention to the major policy issues. The comments of the authors and other participants at the seminar were very helpful in identifying these issues.
