Abstract: Abstract The French attitude towards restrictions on economic relations with communist countries has undergone a considerable change since the early 1980s. This evolution has affected both government and industry circles. In 1980, the French government had no real policy on security export controls; since then, however, this attitude has changed drastically. In the past two years, several cases of indictment have been registered in France with respect to export controls: each time, top industrial managers were prosecuted for violating the “final-destination control” regulations—which is the French circumlocution for CoCom controls. Denis Lacorne (Chapter 6) shows how this change happened within the French political class. The present chapter will deal mainly with economic and business issues.
