Abstract:
Abstract The 1980s have seen major reviews in many countries of the way transport should be regulated. The extreme form of regulation is that of government supply and control through national ownership. Recently, there has been something of a withdrawal of government from public ownership of transport-operating industries (e.g. aviation in Canada and the UK) but rather less from ownership of transport infrastructure.
