Abstract:
Abstract It was the task of Professor Aaron (Chapter 13) to raise questions which may point to new avenues for future research. Someone involved in policy-making, by contrast, has the uneasy task of finding answers at the end of a volume like this — provisional certainties on which to base future policies or with which to justify current policies. I limit myself to a tentative and perhaps somewhat superficial attempt to draw some conclusions for the policy discussions at the Community level.
