Abstract Much seems to have changed in the few weeks since the preceding chapters were written. In the United States, President Bill Clinton is now in office and in charge of the country. Both in the United States and elsewhere in the world, government leaders, business executives, and the masses alike are gradually getting used to the new style, if not yet the substance, of his administration.
