Abstract:
Abstract Throughout the post-war era, US trade policy has been determined by a number of factors. Faith in free trade and markets has been one guiding principle. Industry-specific concerns have also driven policy at times. More often, national welfare considerations have pushed presidential action in other directions. The checks and balances of the US governing system have reduced the possibilities for consensus, but they have also allowed new initiatives to burst forth from unexpected origins.
