Abstract:
Abstract According to the original agenda, this session had been intended for a systematic examination of the alternative scenarios facing Britain. In practice, neither of the witnesses came prepared to deal with this issue; in fact the two presentations each addressed a different aspect of the general subject of the enquiry. As a result the session was pulled in three different directions, and the subject formally on the agenda came in a poor third.
