Neutrality and Export Promotion: Issues, Evidence and Policy Implications

Chapter 5 in Trade and Development, 1996, pp 61-80 from Palgrave Macmillan
Abstract:
Abstract In one of Bhagwati’s many important contributions on trade and development, he posed the following question: What exactly is meant by an export-promoting trade strategy? Unless we are clear on that critical question, we cannot properly debate the merits of the strategy and its alternatives. Clarification of the question is therefore important, especially as the everyday usage of this phrase evokes many different notions that are wholly unrelated. (Bhagwati, 1990, p. 17)
