Abstract: Abstract Considerable pressure is building for changes to be made to WTO rules after the Uruguay Round so as to accommodate environmental concerns. There was talk of a separate environmental negotiation — a “Green Round’ — even before the conclusion of the Uruguay Round. Proposed changes to the international trading system have involved both substantive and procedural issues. Some of the agreements of the Uruguay Round have themselves raised further environmental questions, and may also be the subject of ‘green’ proposals for further change.
